In the early years of the 30s, the crisis was reflected throughout the capitalist world, contributing to the strengthening of the European Nazi fascism. In the United States in 1932 was elected by the Democratic President Franklin Delano Roosevelt, a skilled and flexible politician who announced a "new course" in the administration of the country, called the New Deal. The priority of the plan was to recover the economy shaken by the crisis fighting its main social problem: unemployment. In this sense, the U.S. Congress passed resolutions for recovery of the domestic industry and the rural economy.
Through greater intervention in the economy, as the crisis was the liberal economic model, the government sought to establish some control over the production, with mechanisms such as "codes of honorable competition", which set the quantity to be produced, the price of products and wages. The intention was also to avoid maintaining large surpluses agricultural and industrial.
